Chinese task force to develop plan to revitalize Tanzania-Zambia Railway

TAZARA CCECC TASK FORCE


China Civil & Engineering and Construction Corp (CCECC) has embarked on a significant endeavor to conduct a thorough assessment of the Tanzania-Zambia Railway. This initiative comes following their appointment to facilitate discussions for a potential collaboration with a Chinese entity to reinvigorate the railway, originally constructed with Chinese support and expertise during the 1970s.


Scope of Work

Inspections are to be carried out from Dar es Salaam in Tanzania to Kapiri Mposhi in Zambia. CCECC will also assess binational operator TAZARA’s operational and business model, and draw up proposals for the future which will be submitted to the two owning governments.


Key Deliverables

This will include a business case for operations, a financing plan which would be facilitated by China Development Bank, and proposals for local taxation policies and related matters.


Task Force Composition

The 11-member task force is led by Peng Danyang, Managing Director of the Ethiopia-Djibouti Railway which operates under a public-private partnership between the governments of Ethiopia and Djibouti and CCECC subsidiary Railway Operation Ltd.


Timeline

The timeline for this comprehensive undertaking entails the formulation of the plan and the conclusion of negotiations with national stakeholders by the culmination of April 2024. This concerted effort underscores CCECC's commitment to driving impactful developments within the railway sector and fostering mutually beneficial collaborations with international partners.
